Did it not pop into you mind that if you were going to use that amount of energy you would turn the fan upside down and use it as a propeller?
Unfortunately, due to Newton’s 3rd Law, this design will not cause the boat to move forward unless you point it away from the sail. Kind of paradoxical, in a way.
